Pens\u00f5es Complementares de Reforma (EIOPA) e o Banco Central Europeu (BCE) publicaram um documento conjunto intitulado \u201cTowards a European system for natural catastrophe risk management: the possible role of European solutions in reducing the impact of natural catastrophes stemming from climate change\u201d. <\/span><\/p>\n<p><span style=\"font-size: 11.0pt; font-family: 'Open Sans',sans-serif; color: black;\">O documento analisa 12 esquemas nacionais de seguro existentes na Europa e, a partir da\u00ed, prop\u00f5e uma poss\u00edvel solu\u00e7\u00e3o ao n\u00edvel da Uni\u00e3o Europeia (UE) visando reduzir a lacuna de prote\u00e7\u00e3o contra cat\u00e1strofes naturais (nat cat). Em particular, a solu\u00e7\u00e3o proposta inclui duas componentes:<\/span><\/p>\n<p><span style=\"font-size: 11.0pt; font-family: 'Open Sans',sans-serif; color: black;\">&#8211; Um esquema de resseguro p\u00fablico-privado da UE, de acesso volunt\u00e1rio e financiado por pr\u00e9mios de seguradoras ou esquemas nacionais, que teria como objetivo refor\u00e7ar a cobertura de seguro para riscos de cat\u00e1strofe natural onde a lacuna de prote\u00e7\u00e3o \u00e9 elevada;<\/span><\/p>\n<p><span style=\"font-size: 11.0pt; font-family: 'Open Sans',sans-serif; color: black;\">&#8211; Um fundo da UE para financiamento p\u00fablico da recupera\u00e7\u00e3o de eventos catastr\u00f3ficos, de car\u00e1ter obrigat\u00f3rio e financiado por contribui\u00e7\u00f5es dos Estados-membros, que teria como objetivo refor\u00e7ar a gest\u00e3o de risco por parte dos Estados, ajudando a reconstruir a infraestrutura p\u00fablica na sequ\u00eancia de desastres naturais.<\/span><\/p>\n<p><span style=\"font-size: 11.0pt; font-family: 'Open Sans',sans-serif; color: black;\">Segundo a EIOPA e o ECB, trata-se de uma base para discuss\u00e3o entre <i>stakeholders<\/i> relevantes, a partir de uma an\u00e1lise sistematizada de solu\u00e7\u00f5es alternativas.
