itemprop=\"text\" ><div><\/div>\n<div>\n<div>\n<p>No in\u00edcio de mar\u00e7o, a Comiss\u00e3o Europeia (CE) anunciou o lan\u00e7amento da primeira Estrat\u00e9gia Industrial de Defesa Europeia, com o prop\u00f3sito de criar uma vis\u00e3o comum entre os Estados-Membros em mat\u00e9ria de seguran\u00e7a e defesa e de apoiar a competitividade e a prontid\u00e3o da ind\u00fastria. Para tal, ser\u00e1 necess\u00e1rio garantir melhores condi\u00e7\u00f5es de acesso ao financiamento privado, incluindo a clarifica\u00e7\u00e3o das normas ESG para este tipo de investimentos.<\/p>\n<p>Refor\u00e7ar a capacidade de defesa militar da Uni\u00e3o Europeia (UE) \u00e9 uma das prioridades da Presidente da Comiss\u00e3o Europeia, Ursula von der Leyen, numa altura em que, ap\u00f3s a invas\u00e3o da Ucr\u00e2nia pela R\u00fassia, em fevereiro de 2022, a Europa tem aumentado as despesas militares. Como referiu, na ocasi\u00e3o, von der Leyen, de novo candidata a um novo mandato \u00e0 frente do Executivo, <strong>\u00e9 necess\u00e1rio investir para garantir o refor\u00e7o da autonomia do bloco europeu<\/strong>: \u201cTemos de gastar mais, temos de gastar melhor e penso que temos de gastar em produ\u00e7\u00e3o europeia, para consolidar a nossa base industrial de defesa.\u201d Uma das medidas priorit\u00e1rias ser\u00e1 o aumento do \u00e2mbito e da escala das aquisi\u00e7\u00f5es coletivas de equipamento militar, \u00e0 semelhan\u00e7a do que foi feito com as vacinas contra a COVID-19.<\/p>\n<p>O documento apresentado pela Comiss\u00e3o descreve as iniciativas para apoiar a competitividade e a prontid\u00e3o da ind\u00fastria de defesa, nas quais se inclui uma proposta legislativa para a cria\u00e7\u00e3o de um Programa Europeu da Ind\u00fastria de Defesa e um quadro de medidas para garantir a disponibilidade e o fornecimento atempados de equipamentos de defesa. (saber mais <a href=\"https:\/\/defence-industry-space.ec.europa.eu\/document\/download\/3b4ec5fb-395c-49ea-abf2-fb54ca6dfd6c_en?filename=EDIS%20Joint%20Communication_0.pdf\" target=\"_blank\" rel=\"noopener\">neste link<\/a>)<\/p>\n<p>A estrat\u00e9gia define indicadores destinados a medir os progressos dos Estados-Membros no sentido da prontid\u00e3o industrial:<\/p>\n<ul>\n<li>At\u00e9 2030, o valor do com\u00e9rcio de defesa intra-UE dever\u00e1 representar, pelo menos, <strong>35 % do valor do mercado da defesa da UE<\/strong>;<\/li>\n<li>No mesmo horizonte temporal, pelo menos <strong>50% do or\u00e7amento de compras de defesa dos Estados-Membros dever\u00e1 ser dedicado a compras de Base Industrial e Tecnol\u00f3gica de Defesa Europeia (BITDE), e 60% at\u00e9 2035<\/strong>;<\/li>\n<li>At\u00e9 2030, os Estados-Membros dever\u00e3o adquirir pelo menos <strong>40% de equipamento de defesa de forma colaborativa<\/strong>.<\/li>\n<\/ul>\n<p>Disponibilizando um pacote financeiro comunit\u00e1rio no valor de 1,5 mil milh\u00f5es de euros, a Comiss\u00e3o Europeia sublinha, neste contexto, que <strong>o acesso ao financiamento privado pela ind\u00fastria da defesa tem de ser priorit\u00e1rio<\/strong>, mostrando-se empenhada, para este fim, em <strong>interagir, de forma dialogante, com o setor financeiro<\/strong>.<\/p>\n<p>Atualmente, <strong>a disponibilidade dos agentes financeiros privados para investirem na ind\u00fastria da defesa tem sido limitada pelas especificidades do pr\u00f3prio mercado<\/strong> (incluindo a complexidade dos contratos p\u00fablicos e as dificuldades na avalia\u00e7\u00e3o das implica\u00e7\u00f5es das conven\u00e7\u00f5es internacionais sobre armamento em vigor) ou pelos <strong>pressupostos associados \u00e0 ind\u00fastria em mat\u00e9ria de ESG<\/strong> (sigla inglesa para identificar os fatores ambientais, sociais e de governan\u00e7a).<\/p>\n<p>Importa referir que, no \u00e2mbito do quadro europeu de financiamento sustent\u00e1vel, <strong>nenhuma regra da UE impede o investimento privado na ind\u00fastria de defesa<\/strong>.
